ECEAP helps all children enter kindergarten ready to succeed.

DCYF ECEAP logoNEWESD 101 is a local administrator of Washington's Early Childhood Education and Assistance Program (ECEAP). ECEAP is a comprehensive, state-funded high-quality preschool program providing free educational services and supports to eligible children and their families. Leadership and parent education opportunities are also provided for families. The program's goal is to help ensure all Washington children enter kindergarten ready to succeed.

In partnership with 14 school districts and three licensed child care centers, NEWESD 101's Center for Early Childhood Services provides ECEAP services throughout the region. Sites are located in Adams, Lincoln, Ferry, and Stevens counties, as well as within the Mead School District (2 locations), Riverside School District (Chattaroy Elementary), Spokane Tribal TANF Center, and on the "South Hill" in Spokane County.

Steps for ECEAP preschool enrollment

Children must be 3 or 4 years old by August 31 of the school year.

This form helps determine eligibility based on family experiences.

IEP or Concerns about Development

Girl and Boy playing with blocksIf your child has an Individualized Education Plan (IEP) through a school district, the child is eligible for ECEAP with a completed application and enrollment is depending on prioritization and child and family needs.

If you have concerns about your child's development, please contact your local school district for a "Child Find" evaluation.

Submitting an application and verification documents does not guarantee enrollment. 

Enrollment is based on eligibility, priority level, and family experiences.

Verification Documents

Required documents include:

  • Child's Age (birth certificate or other item with child's name and date of birth)
  • Immunization records
  • Authority to enroll
  • Proof of household/family size
  • Household/family annual gross income (e.g., tax return, W-2, paystubs, or foster grant info)
  • Basic Food/SNAP eligibility documentation
  • Proof of Tribal Membership (if applicable)

Enrollment Paperwork

Boy using blocksOnce the application is complete and verified, a priority number is assigned and placement options are reviewed.

Families will be notified about enrollment by phone or email.

If your income exceeds the income limit, the Director will review your application. 

Additional site registration and ECEAP enrollment paperwork must be completed before starting class.
