NEWESD 101 is a local administrator of Washington's Early Childhood Education and Assistance Program (ECEAP). ECEAP is a comprehensive, state-funded high-quality preschool program providing free educational services and supports to eligible children and their families. Leadership and parent education opportunities are also provided for families. The program's goal is to help ensure all Washington children enter kindergarten ready to succeed.
In partnership with 14 school districts and three licensed child care centers, NEWESD 101's Center for Early Childhood Services provides ECEAP services throughout the region. Sites are located in Adams, Lincoln, Ferry, and Stevens counties, as well as within the Mead School District (2 locations), Riverside School District (Chattaroy Elementary), Spokane Tribal TANF Center, and on the "South Hill" in Spokane County.

Steps for ECEAP preschool enrollment
Children must be 3 or 4 years old by August 31 of the school year.

This link is used to express your interest in the Early Learning Preschool program and will help determine eligibility and placement options.

IEP or Concerns about Development |
If your child has an Individualized Education Plan (IEP) through a school district, the child is eligible for ECEAP with a completed application.
If you have concerns about your child's development, please contact your local school district for a "Child Find" evaluation.
This may be a placement option depending on ECEAP prioritization and child and family needs.

This may be sent to your email using DocuSign or you can get a paper application at the site.
Completing this form does not guarantee enrollment. Children are enrolled based on highest priority and consideration of child and family needs.

Verification Documents |
Verification Documents include:
- Child's Age
- Child's Immunization Status
- Authority to Enroll
- Family Size
- Family/Household annual gross income (as well as changes to income)
- Basic Food/SNAP eligibility
- Indian Child tribal membership

Enrollment Paperwork |
Once the application is complete and verified, a priority number is set and placement options are considered.
Families will be contacted about enrollment to the program by phone or email.
Applications that exceeds the income limit are reviewed by the Director.
Additional site registration and ECEAP enrollment paperwork are also required before starting class.
